The World Food Programme is hiring an Engineer for its Skardu field operation in Gilgit-Baltistan, and the opening is a rare chance for a civil engineer to work on humanitarian infrastructure in the mountains of northern Pakistan. Published on 4 November 2026, the vacancy closes on 18 November 2026 — a short two-week window. The post is a service contract at grade SC8 for eight months, based in Skardu, and it is open to Pakistani nationals only. The Engineer will act as WFP’s on-site representative for the construction of a humanitarian response facility and for the upgrade of Benazir Nashonuma Programme facilitation centres across Gilgit-Baltistan, so the work is hands-on site supervision, not desk work.

What the Engineer Will Do in Skardu
WFP Pakistan is building strategic humanitarian and logistics infrastructure in Skardu to strengthen the emergency preparedness of the National Disaster Management Authority and the Gilgit-Baltistan Disaster Management Authority. The scope of work covers warehouses, office facilities, utility infrastructure, security installations, site development works, roads and drainage systems. The Engineer will supervise all of this on site: day-to-day technical supervision, monitoring, quality control, contract administration and reporting, all under the Head of Engineering and in close coordination with the Head of Field Office AJK & GB, Programme, Supply Chain, Procurement and Management Services units.
Alongside the new construction, the Engineer will supervise the assessment, upgrade, rehabilitation and maintenance of Benazir Nashonuma Programme (BNP) facility centres across Gilgit-Baltistan — preparing condition assessment reports, scopes of work, technical specifications, bills of quantities and cost estimates, and monitoring the maintenance contracts that keep those centres fit for use. The role therefore mixes new-build supervision with the steady work of keeping existing facilities in good condition, across a wide and mountainous area.
Eligibility Criteria — Education & Experience
The education requirement gives two routes in. Candidates should hold an advanced university degree in Civil Engineering or a related engineering discipline, and hold — or be eligible for — accreditation as a Professional Engineer or Chartered Engineer, or a recognised equivalent from the appropriate regulatory authority. Alternatively, a first-level university degree with two additional years of managerial experience will be considered. On experience, the vacancy asks for at least one year of progressively responsible professional experience in construction supervision, contract management and infrastructure project implementation, with demonstrated experience in supervising warehouses, pre-engineered building structures, logistics facilities, public buildings, institutional facilities or other large-scale infrastructure projects. Experience in contract administration, variation management, payment certification, quality assurance and quality control, and project planning, monitoring and reporting is also required. Experience of working in remote, mountainous or challenging environments is highly desirable, and prior work with UN agencies, international organisations, donor-funded projects or humanitarian infrastructure is an asset. Fluency in oral and written English and Urdu is required, and knowledge of local languages spoken in Gilgit-Baltistan is an advantage.
Key Responsibilities in Detail
- Construction supervision: act as WFP’s site representative; supervise day-to-day site operations; monitor contractor performance, manpower, equipment and resource deployment; verify quantities and quality of works; inspect materials before use; and resolve technical issues on site.
- Quality assurance: run QA/QC procedures, routine inspections, material testing and field tests; witness commissioning; identify non-conforming work and start corrective action; keep inspection records, checklists and testing documents.
- Contract administration: monitor contractual obligations; review work programmes and progress schedules; assess claims, variation orders and extension-of-time requests; verify interim payment certificates and contractor invoices; keep full records of site instructions and correspondence.
- Payment certification: review and verify interim payment applications, running bills and final accounts against actual progress; measure and certify completed works against BOQs, drawings and contract provisions; prepare Interim and Final Payment Certificates.
- Planning and reporting: track physical and financial progress against schedules; flag delays and recommend corrective measures; prepare weekly, monthly and ad-hoc progress reports.
- Health, safety and environment: monitor compliance with WFP safety standards, environmental requirements and national regulations; check HSE plans and PPE use; report and investigate accidents and near-misses.
- Stakeholder coordination: work with contractors, consultants, government authorities and implementing partners; attend technical and site coordination meetings; support visits by WFP management, donors and stakeholders.

Why This WFP Post Stands Out
Most engineering jobs in Pakistan are either government posts with long waits or private-sector site jobs with little structure. This WFP post is different in three ways. First, it is a UN role with a Nobel Peace Prize-winning organisation, and the experience carries weight anywhere in the humanitarian and development sector. Second, the work itself is varied and senior: the Engineer is WFP’s representative on site, certifying payments, managing contracts and assuring quality — the kind of responsibility that builds a career. Third, the setting is genuinely demanding — remote, mountainous Gilgit-Baltistan — and the vacancy says so plainly, so applicants who take it on know exactly what they are signing up for. The trade-off is honest too: it is an eight-month service contract, not a permanent post, and the deadline is only two weeks from publication, so interested engineers should apply now rather than waiting.
